Extreme Choppiness Issues (basically unplayable)

I play with a group of guys, and Vista users never have issues. This happens to me as well. After some time playing, I've got to restart because even other games get awful frames per second, when i usually get like 130

i have the same issue, but a quick restart and its all good. so it doesnt really bother me cause i play to much as is.
