Basically, the issue with Rally is that it's ok, but good when you have it upgraded. One way Rally would become more popular is if you were able to run it on support champions. I'm thinking Janna with Clairvoyance+Rally could actually be a viable option.

Now the biggest issue with this is that you have to spec so heavily into the offense tree to make it worth it, meaning typically only AD carries can take it, who are both heavily reliant on defensive summoner spells like Flash, Ghost, Cleanse etc; but also not necessarily going to benefit a lot from 70AP.

Now, one could argue "but ignite isn't a defensive spell and carries take that". Whilst this is true, you need to look at what ignite is used for. 9 times out of 10, it's used for what is essentially an extra nuke to get those kills during laning phase. Most of the importance of ignite is to get early kills to snowball you into lategame. So why would anyone take Rally that is basically a mid/late game summoner spell, when it would almost effectively leave you with 1 summoner spell during lane phase where most games are decided.

What is needed to make Rally not necessarily more viable, but perhaps more popular:
-Heighten the base stats of Rally but lower the level scaling, meaning it's actually viable in solo lanes and not only useful in lategame teamfights.
-Move to the utlity tree, this would make it more viable if you could put it on a support or tank
-Perhaps lower the AD/AP, but add defense and utility (like movespeed and cdr) to compensate, making it more appealing to AD carries.
-Put it further down the offense tree. Perhaps a swap with Burning Embers. This means that support can spec 9-0-21 and get improved Rally over Archaic Knowledge.
