How many people are kept in the league against their will?

*Kog'maw
*Kha'zix
*Cho'Gath

* Brand
* Fiddlesticks
* Nocturne
* Fiddlesticks

What about

* Hecarim

He demanded entry, but is he really allowed to roam freely?

* Mordekaiser

His old bios say he requested to enter The League, but I believe the more recent versions have removed that. Is he a prisoner of The League?

Fiddlesticks isn't kept against his will.

Whatever his will is, he just seems to humor the League by playing "executioner" for them and fighting on the Fields of Justice.

Hell, the Institute of War (the guys in charge of the League) even sealed off the summoning chamber that has Fiddlesticks in it.

It's more like, "he's here and there's jack we can do about it. So let's just have him fight for us to keep him from going berserk."

Kog'maw is here because Malzahar said there was food,

Kha'zix is here because him and Rengar have a vitriolic thing going or something.

Kog'maw is also not imprisoned, he's just kinda kept in the Institute and fed stuff when he isn't on the Fields. (During the whole Malzahar vs Kass thing in the JoJ, it's stated that Kog'maw led the Summoners to find them fighting and Karthus laying around because he felt the urge to protect Malz. He couldn't have done that if he was jailed.)
