He's a buff initiator, which can serve the same roll as a tank, but doesn't fulfill all the requirements.
But then again, can't really be counting anyone as a tank, really.

Not all champions are tanks.
^^This. Tanks are designed to be tough and useful. Tanky DPS are designed to be slightly less tough, but have a higher damage output. Any non-tank that is built tanky is a Tanky DPS. Pure support characters only cause your team to suffer if you build them tanky, as their support abilities suffer.

Ya when it comes to a game like LoL, there is rarely a character who actually is the true sum of it's title. That being said some "non traditional" tanks be made and done well because they have aspects that the majority of other tanks have.

It's like when people build poppy tank because she has a shield, good initiates, and a few other things. But as others and riot have clearly shown/said, she is more of a bruiser/blitzkreig/assassin like character that ex cells at going after the squishies. Same idea with trundle (although alot more uncommon).

Well what is a tank? What makes a good tank? What does a good tank need to be able to do?

I believe the answer is that a tank needs to initiate fights and protect teammates. So there are two obvious questions to ask when picking a tank:

How well can this champ initiate?
How well can this champ protect teammates?

Also, one defined job doesn't cover everything champions can do---as an example, tanks can do a bit of damage too or may have other useful skills---so another question to ask is "How effective is this champion when played as a tank?", looking at anything not covered by the above two questions.

That's pretty much all you need to know.

So for example, how good is Teemo at initiating? He is incredibly bad at it. He doesn't really have anything that gives his team an advantage in some way. He runs in and...does what? starts attacking? ok. The enemy team is free to start attacking him with no risk. He has nothing that makes him any better at taking hits, so while he can build defensive items, he'll still be squishier than a number of other champs. Furthermore, as soon as another member of Teemo's team is in range, the enemy team can simply switch the focus of their attacks, and the only protest Teemo can give is to throw a blind dart at one of them and keep attacking. This now begins to bleed into the realm of the second question. How good is teemo at protecting teammates? If the opponent relies on autoattacks, he can blind one them. There's not much he can do aside from that, however. So the answer is that he is not good at it. And for the last question of how effective he is, he is still able to scatter mushrooms around the map regardless of how he builds, but none of his abilities benefit from him being tanky or being attacked or being in the middle of a fight, and his damage without building damage items is poor.

Some champions not generally viewed as tanks fare much better than Teemo does (Soraka and Annie both do better, as two quick examples), but no, not everyone can. Some are just terrible at it.

Play Teemo, stack HP/Armor/MR.

Enjoy your global taunt.

-> does no dmg to enemy but can help team doing dmg....=P

uuhhh.....false.

Teemo has a global taunt because he's so cute. He has the best CC in the game, therefor would make the best tank.

Base stats count for a lot. Even with a Frozen Heart, Banshee's Veil, Guardian Angel and Warmogs on Ryze, you still melt under focus fire.

Except they would not switch their focus because....again....Teemo has a global taunt. Best CC in the game.
