Annie: Why does her shield only hit melee?

Now, we already know melee sucks, in general. Exceptions apply; SuperUdyr, and possibly the current Udyr, Jax, old Windamere, etc. Annie is a melee carries worst nightmare already; a good, reliable stun that you can get off twice if you hit once and start running away, an ability to increase her resistance to physical damage, and enough burst damage to kill most carries if they don't pack MR.

So why does her shield only affect melee? I mean, singling out the weakest archetype in the game, melee carries, and punishing them exclusively from a skill used by a character who is the epitome of "stun you before you can even do anything" is just cruel.

So... why not make it apply to ranged attacks as well? It could even be nerfed in damage, it's not that powerful anyway (exception: Warwicks ult. Proccing it five times while you are doing reduced damage = Warwick ulting into Annie and coming out more hurt, and getting stunned again), but all the other reflective moves in the game apply to melee and ranged, so why not her shield?

OK... explain how you manage to impale yourself on Rammus's spikes by hitting him with an arrow, or how thornmail works, or why carrying five swords and a pair of boots makes you stronger. Flavor isn't a reason for stupid game mechanics, especially when the flavor is inconsistent.
