Don't compare Annie to Ryze.

If you've got half a brain with ryze none of his spells are on cooldown ever, theres the difference.

Annie gets one combo off and waits 1 minute to do it again. Ryze Can do a combo once every 7ish seconds with good skill management.

Agreed. The cool downs is another reason why Ryze is overpowered, another reason would be his ultimate costs no MP and ONLY has a cool down of 60 seconds.

40 Seconds.

But that's because it doesn't have anywhere near the impact that Tibbers does, and Annie doesn't need her ultimate to do nasty AE damage to your whole team. Not to mention that that same nasty AE damage can stun YOUR ENTIRE TEAM.

And at early levels, before Ryze gets CD reduction, Annie casts considerably more often than he does. Did you know Disintegrate has a 4 second Cooldown? It does. And it does more damage than Overload. Incinerate is only 8 seconds.

And Annie has more range, has a hard stun that can be easily made AE, has more survivability, and is less mana intensive. Any High-tier player will tell you Annie brings more to a team than Ryze does.

40 seconds actually, its also a subject to cd reductions and his passive, so it doesn't really have a cooldown you should care about.

Check the numbers. It does more damage per level, can be used more often, can stun, has a longer range, refunds mana on creep kills, and scales with AP better.

It still does less damage due to the 10% mana into damage bonus and spell flux magic resis reduction.

As well as his ult.

We're comparing one spell. It's true that Spell Flux lowers magic resistance, and Desperate Power increases AP, but neither of those are part of Overload. Annie has other spells as well. Those all count in.

And the extra damage from max mana is really more of a gimmick. It mostly makes up for the spell's bad AP Ratio. The damage it adds compared to Disintegrate is usually minimal.

Alot of people say Ryse is squishy and easy to kill...
Ryse players keep saying that you only need mercury's thread and banshee's veil to kill him.
Tho, since you need to buy them to kill only ONE guy in the other team, all his teammates will
own you, and if you're the only one with those 2 items he will still feed on the rest of your team.
If all your team have these item the rest of Ryse team will do the job.

If you dont have any Magic Resistance, Ryse will kill you 1v1 in 2 seconds and if its a team
fight he will kill you and 2 seconds and he will do 50% hp to the rest of your team. I've looked
a bit at this topic and people compare Ryse with Annie, Tho Ryse ult is alot stronger than
Tibbers and with a smallest Cool down. + all his spells hurt like hell and splash cuz of it so...

If you think that needing special item in all the team to kill Ryse make him not OP, i can't
see who's op to you.

Cheer, Bambilow.

Annie has more range and stun, Ryze has a controllable snare, way more burst and better aoe capacity due to the low cd ult.

A gimmick? Considering that during long games you can hit around 4k mana, how is adding 400 dmg to overloard a gimmick?
