The idea is to push players to balance different stats on their runes, rather than just stacking all AP or armor or whatever, since you would have to take huge penalties to do so. If you select primary stats from each category and buy runes that correspond, you'll get much more total effect from your runes.

It's not always the case, MP5/level seals give more mana regeneration than MP5/level glyphs. Just compare the stats, not the primary/secondary label.


Actually the yellow MP5 is in fact a primary, thats why it's higher.
