General Runes

I am in the stage where I hop around champions frequently, getting a feel for how certain play styles work for me. I am level 21 (or 22? It's not important for my question), so I did use my IP to buy runes that seem like a good fit for Mordekaiser (I really like this champ, and would consider him my "main"). But as you may guess, certain champs don't need health runes as much as critical strike chance etc.

My question: What is a decent rune build that is effective for all champs? I guess you could argue just about any rune set is good, but I would like input on what could never go wrong with each and every champ.

You don't have to give me an exact build (If you did, that would be cool too!), but just like "Oh, flat health xxxx's are always beneficial."

Quints: HP/movement speed quints are pretty common and will help with most champions.
Blues: cooldown redux are always nice for spamming abilities
Yellow: Most champions use mana so mana pre 5 is nice
Red: These are usally armor pen or magic pen...not sure if there is a general use rune for reds....maybe focus on other runes 1st?

Edit: I prefer flat cool down rather than cool down redux per level. I also favor mana per 5/per level rather than flat mp5 runes. but YMMV
