One that stops the enemy from doing what they want to do.

See - the important part about the game is to know what your enemies are doing, and stop them.

A pro counter jungle is a shaco who sets up 5 JitB at red for when they run in at half health.

Go to enemy jungle
steal 1 mini golem
steal 2 wolves
steal 3 wraiths.
Go back to your own jungle
proceed

Takes around a minute of just standing to do that. lol Countered your own leveling.

If the enemy jungler starts at blue, go to the other side of their jungle, and start at their wraithes. You can try taking their small golems, but if you do it incorrectly, you're visible to minions passing through their top/bot lane when they spawn, so they can spot you and gank you.

Always leave 1 creep behind, so the creep camp doesn't start its respawn timer until the camp is fully cleared.

A pro counter jungle is something fluid that you have to have instincts for. Champion selection helps.

1) Know where your enemy jungler is starting. Rammus, Amumu, and other mana dependant champs begin at blue. Some other champions begin at small golems.
2) Knowing what you can get away with. If you've jungled a few times, you'll have a general ida of how long it takes the enemy to kill their early creeps. If you think you can get away with stealing a larger number of creeps, then do so. But remember, simply killing one small wraith or wolf means they can't hit level 4 upon clearing their jungle.
3) When in doubt, 5man gank their sorry hide. I once played a game against a jungle Fiddle where I organized the whole team to kill him at blue. Then, we stole his golem. Bam, Fiddle had to lane for the rest of the game.
4) Always keep in mind that good junglers have a Plan B. Did you haras Nunu out of blue? Well now he's starting at Golems. Think you were smart and you Smite-ninja'd his blue? Well he might make a B-line for yours. Early jungle dominance helps, but you would be surprised at what some folks cna do with their back to the wall.
