Also make sure you have this client set as an exception in your firewall, I would also turn of anti virus software and see if it connects.

For both of you, make sure you have exceptions added to your computer firewall and forwarded ports to your router firewall if necessary.

Both of you also have excessive buffering on your line, this could affect performance with both a redownload of the client and with patching. To adjust this, you would have to check with your router/modem's guide.

Mankind, according to your netalyzr, you have issues with packet loss and extremely limited bandwidth. You may not be able to make a connection to the server if you can't resolve those issues.

if i disable firewall i still cant connect . but i can connect to EU client
and yesterday it was ok
