How does ranked banning works?

I've started playing a bit of ranked lately but this morning i had quite a bad surprise.
I was selected as the "lead" and had to ban.
My question is, is it normal that i could only see a handful of champions and not all of them?
By handful i mean like the champion screen wasnt even full.
I asked my team mates about it but no one knew either. I tried checking to make sure i couldnt scroll up because at first i thought i was at the bottom of the list but that was a no go.
Any insight about how banning in ranked works?

I don't believe it's possible to ban a champion that isn't owned by any member of the opposing team.

What I like doing is not banning anything at all and watching people pick shen rammus irelia and mal! xD

if no1 owns the champ, u cant ban it. saves u wasted bans.

Thats why I randomly see some champs missing when people are banning...I thought it was a bug lmao
