Everyone is wrong up to this point.

The only champion that could be caught with a Chalice and not be laughed at is Taric.

I sometimes get it for MF if I plan on using E to push/farm. Not often though, usually its R>Q>W>E with one on E at level 4.

Tons of better items out there, even a dorans ring is sufficient for the most part during laning stage.

AD Ezreal still likes it.

At least, I prefer it over Manamune because I can start building actual items earlier.

Its good if your champ is very mana dependent or has a spammable skill that you don't want to run out of mana for.

Gangplank is a good example. Blitzcrank too.

i've wanted to try it on janna since she spell spams a lot and doesnt get a large mana pool until later...i think it is fine on a lot of supports who don't want to waste a lot of mana on a large pool and typically have short bursts of using spells and don't need to itemize much dmg or defense early

Maokai stops having mana problems after any of his core items.

Nasus I've never really had nay problems with and I'd rather get 200+ mana from sheen sooner.
