Humble Opinion follows:

Limiters simply must be in place. How else is the system of leveling each match artificially maintained?
Summoners simply decided that the game was more entertaining for the spectators if the struggle to reach some higher power level took place every single match, in addition to the struggle against an opposing team.
As a hypothetical extension of this, nerfs and buffs to champions are quite real, and represent alterations to these limiters, modification of the constraints which govern the champions ability to exercise their vast supernatural prowess.
Hand to hand, no holds barred, a simply mortal creature like Jax could never even offer resistance to unbound demigods and avatars such as Nasus, Renekton, Morgana, Kayle, Anivia, Cho'Gath, etc.
It is only in a structured, limited environment laden with rules and restrictions that us petty mortal-types can possibly hope to compete.

So Pantheon owned too many newbs. As a result, he decided to watch the CLG livestream and got lazy and fat. Now he can't throw his spears as hard, as often, as fast, and he can't jump and stun you for as long.

However, his newfound caloric intake has allowed his ult to hit for full damage when he finds the energy to jump and land on people.

I am sure that one can imagine that the League will also implement restrictions or limitations if they find a certain champion that is performing exceptionally well, or if summoner spells are too potent / not strong enough.

A better explanation would be that the League imposes certain restrictions on the characters, much like they did Jax.
