How does riot create lore?

So how does riot create and further the lore? I mean the game doesnt have cinematics or any linear story telling obviously so how is it done?

I know they release those uh..news paper style things. is that how they do it?

And how do they decide to release this lore? When its finished or when they feel the info should be released? and how do these lore events tie into creating champs or adding skins and stuff. like king trynd and queen ashe?

Each character in LoL have their own backstory which you can see in their profile. The new characters receive League Judgement which help kind of flesh out the backstories.

The Journal of Justice(AKA News paper style things) is released once every 2 weeks from what I recall, and sometimes it ties into champion skins, or revealing new champions.

Champion skins sometimes are lore related (like the queen Ashe and king Trynd skins, or the tango Evelynn and Twisted Fate) but most of them are not. Official RP events are also considered lore.
