So it scales better into late game... but is not a easy R, E poke early game.

A 1 second slow late game with R is meh. Rather have a 1 second stun with Kennen.

The reason they nerfed it was because E+R harass was really strong and annoying and repetitive EARLY game.

This makes sense I guess because Anivia's mid and lategame is balanced.

Actually I think they should lower the running cost of glacial storm - The XX mana per sec (Riot wanted to nerf the spammability and ease, not the damage during teamfights, which is the only time you leave it on for a long time)

It does make sense.

Stops the early-game R->E harass, while maintaining some late-game function (merc treads pretty much nullify the slow).
