Should there be a penalty for playing a champ too much in ranked?

Say a system like this was applied.
If you hit 50% games played with a certain champ of your total games on a certain game mode in ranked, your points gained will be reduced by 25%. Points lost will not be changed if you lose.
60% = 30% loss of points
70% = 35% loss of points
80% = 40% loss of points
90% = 45% loss of points
100%= 50% loss of points

This penalty will start when you hit a total of 100 games played in a certain game mode.

This would make people play a larger variety of champs, and your true LoL skill will be measured more accurately. For example, I only know how to play 2 champs and I am 1700 elo. And some people make it really far only maining 1 champ. So even though I am 1700 my skill lvl is only that of a 1200 elo.

Just an idea, was curious as to what you think of it.
