"Quality" is a meaningless attribute that cannot be absolutely and permanently measured. Popularity, by number of upvotes, can be measured. I.E, we can't measure how quality this (X) is in COOLUNITS, but we do know that it has 600 upvotes, which is a measure of popularity.

People upvote it because they're amused by the concept. That doesn't mean every single one of them is going to buy it.

The skin may or may not be implimented. If it does, congratulations. If it doesn't, live with it.

The current count of people that have said that skin is insta-buy is 47.

Does it matter? Does every single person who upvoted need to buy the skin? No. It shows that X number of people LIKE the idea. People who LIKE the idea of a skin are more likely to buy the skin than people who DO NOT LIKE the skin.

Why do they post on silly threads? Because they can post on silly threads without causing an "omg you promised xyz" s**tstorm.

Plus if you watch who posts, a lot of them aren't designers/developers/people-who-would-be-greenlighting-content/balance.

That's completely reasonable, but I still just can't get over the fact that they won't take the time to say yes, no, or maybe. It would literally take thirty seconds >.>

Or they could say something like they said on the Professor Katarina thread, like "I support this/I don't support this." You don't have to promise anything. People aren't rioting in the forums right now due to a "promised" Professor Katarina skin that never existed. Or they could just say NO.

...while posting in threads like "You wake up, turn on LoL, and see you're unranked in everything. What do you do?"?

They do this because they want us to know that we're being trolled. They could be subtle about it but instead they go with a more direct approach.

I just had a wondiferous idea! Imagine how much money Riot could make if they implemented a Teenage Annie Skin?

No really...
