I uploaded that list into peerblock and was able to log in to league, but am still unable to connect to chat, any help?

Instead of trying to load an iBlocklist file, I would suggest making your own list. I have just figured it out and it was really pretty simple. So, to help out my fellow LoL players and PeerBlock users, here is how I did it:

Just follow these instructions to make a list: http://www.peerblock.com/userguide/how_to_use/htu-creatinglists

Base your IP range on : https://support.leagueoflegends.com/...r-ip-addresses

You should end up with a list that looks something like what I have attached in my picture.

*Note: The ip-address chart states the range of the last number as 1-254 ( ex: 64.7.194.1 through 64.7.194.254 ), but the Excel doc that is attached has it 0-255 ( ex: 64.7.194.0 through 64.7.194.255 ). I tried both, and the game will only load (meaning into a game after champ select) if you use the 0-255. I noticed that you can re-enable PeerBlock after the game loads with the 1-254 list.

Disclaimer: I have tested this only a few times so far, but didn't have any problems with the 0-255 lists. Regardless, I would suggest testing it out for yourself in a bot game or two.

Edit: This really doesn't make any sense to me, but that last 3 times I went to start up a game I got a ton of blocks on "Hewlett-Packard Company" from 192.64.171.27.5131. After champ select the game wouldn't start, I allowed this for an hour, and absolutely no problems.....

Since I have a subscription to iBlocklist, they didn't have a list in their listings, and all of the older links to lists for Riot did not work, I contacted them about adding a list for Riot. It took a couple days, but here's the one they added. I'm checking it now to make sure it works.
