Question on magic penetration item text

Some items say +20 magic penetration (Sorc Boots) and some say 40% penetration (void staff).

Does anyone know if this is just inconsistent use of the % sign on the item text, or are the boots really a flat 20 points while the void staff is a percentage?

It is exactly as listed. Boots are flat, Void staff is percentage based.

Boots are good against target without magic resist items (only base 30)
Void staff is good against high magic resist champions.

@sideout it may also be worth noting that the Magic pen happens after the % reduction. Actually it goes:

-MR (like Fiddlesticks passive or Soraka's debuf)
%MR (voidstaff)
-M Pen (Boots, Runes)

So If a player was playing Fiddlesticks and had a voidstaff and Sorcerer boots then casted against a target with 50 magic resists it would go like this.

50 - 10 (passive)
40 * .6 (reduction from voidstaff)
24 - 20 (reduction from boots)
Final - 4MR
