I think you have it backwards

Im trying to buff in combat heals... as far as out of combat heals... nothing much can be done about that...

At most they can do to nerf out of combat heals is by adding a cooldown reducing feature to the heals and increasing their cooldown (Think Tarics Q, how it has a long cooldown but its reduced by auto attacking, or Alistar E that is reduced by things dying)

I really wish they'd make an AP item for Executioner's Calling.

Blasting Wand + Meki Pendant + Faerie's Charm


60 AP + 20 MP/5sec + Passive: Your spells will leave a debuff, dealing 5 damage every second for 8 seconds. UNIQUE Active: Inflicts target enemy champion with Grievous Wound, causing 50% reduced healing and regeneration for 15 seconds. Cooldown: 28 seconds.

Longer active, because nukes need to wait for their cooldown if their target lives. :P
