Shen and Pantheon are quite similar to be honest.

Pantheon has Spear Shot which can crit.
Shen has Vorpal Blade which can heal.

Pantheon has a stun.
Shen has a taunt.

Pantheon has a close range AoE damage channel.
Shen has a damage absorbing self shield.

Pantheon has a huge range ultimate, dealing AoE damage.
Shen has global range but only limited to allies, shielding them from damage.

In my opinion, Shen is the more supportive and passive version of Pantheon.
Shen is the one who gets assists and saves allies. He has a taunt which can change the direction of attacks from enemy chasers, a self shield which can block a lot of ults if timed correctly and a ranged harass for poke/farming.

Pantheon is much more aggressive. He has an AoE damage ultimate which can set up for ganks, he can stun enemies over a wall, has poke/harass for laning and farming. He also has an AoE damage tool channel.

If you like to be thanked more and save allies, be Shen. If you like to kill more, have noobs say your pro and get comments like "GJ", be Pantheon.

--In depth comparison--

Shen's Shadow Dash can go through walls, and so can Pantheon, however Shen's can dash in any direction. Pantheon's leap can only be targeted at enemy champions, meaning that his leap stun isn't as effective for escaping. This puts Shen at an advantage, however Shadow Dash has a long cool down and huge energy cost. Pantheon doesn't need as much cost and cool down.

Shen's passive is aggressive for auto attacks. Pantheon's passive is passive and gains a shield which blocks the next attack no matter what it is (unless it deals less than 40 damage). This means that he can turret dive quite well. Shen can also turret dive as he is tanky and can dash out of range.

Pantheon's Spear Shot can crit and it crits (100%) chance at enemies below 15% max health. This is very effective for stealing minions / farming. If timed right (which is a great skill with Pantheon) you can last hit champs in team fights for the ensured kill. People will say it's a kill steal, but its a team fight, so everyone is included. Even if you kill steal, Pantheon deserves all the kills.
Shen's Vorpal Blade heals you for every basic attack you land against a marked opponent minion, monster or champion. This can act as a sort of life steal and the duration is refreshed every time you land an attack. This will heal allies if allies kill the marked minion or champ. This can keep Shen very durable in lane.

Pantheon's Aegis of Zeonia can stun for 1 second and can devastate enemies with his Heartseeker Strike. This comes at a medium cool down and mana cost, however it can only be used on enemy champs.
Shen's Shadow Dash can taunt a whole team, however his Shadow Dash uses more than half of his total energy and has an extremely long cool down. This is the price Shen has to pay.

Pantheon's Heartseeker Strike and Certain Death are both great harassment tools. Both are effective and Heartseeker Strike can be used again and again, weather for farming, killing or just mucking around.
Shen's Feint is a self shield which shields damage from enemy champions. This could reduce the damage dealt by other champions.

Pantheon's Grand Skyfall can be cast anywhere within 5500 range and Shen can teleport to wherever the allies champions are. As Shen can go global, he can only go to allies. Pantheon has free space to move about after you land. Pantheon's Skyfall deals damage in an area as Shen shields his ally from damage.

This should show you how alike they are.

Personally, I like to play Pantheon as he is my main "killer".
