Is this game balanced around Level 30s?

Just wondering, is LoL balanced based upon the assumption that all summoners are level 30 or not?

Some champions can perform well regardless of runes/masteries such as Janna, annie, gragas, poppy or anyone else who isn't particularly reliant on having great stats to make an impact.

Other champions however, benefit immensely from having a nice full runeset and properly placed masteries.

- Udyr is slow and inefficient in the jungle without a nice set of attack speed marks.
- A tryndamere with a level 30 summoner with full crit runes/masteries can be far scarier than that of a level 1
- Some Akalis can start the game with her passive activated, while others have to specifically buy items to do so.

And so on...


Not everyone is level 25 - 30, which makes it a bit frustrating for some of the newer players as they read guides and follow the exact steps, only to find out that such and such strategies cannot work without a few summoner levels first.

So yea, does riot change their champions/items based on the top players, or do they also cater to the lower level summoner players?

Likely. People like Blitz and Yi run over everyone in lower level games. However they are rather average at higher ELOs. So yes, there are pub stompers, and generally higher levels are much more evenly balanced.
