Why is Manamune AD passive unique?

So I was bored, and I wondered if it was possible to make an AD glasscannon using Manamunes. To be sure I checked the tooltip and to my surprise, the passive is unique. Archangel's Staff passive isn't unique so it's stackable, while it provides no survivability, it's one of the only ways to get about 1k AP without being Veigar.

I did some theorycrafting and if the 2% AD damage was not Unique, you could get 600ish AD + boots with 5 Manamunes + a decent mana pool and mana regen, this would be great for certain champions, like Urgot for instance.

Anyway, just wondering if there was any real reason by Riot too.

You just said why.
I quote:

People would ACTUALLY play Urgot.

i did the math and its impossible for this to happen even if manamune 2% was not unique. the mana capacity caps at 1k even for archangels thus allowing only 375 dmg w/ 1000base mana. your better off stacking BTs along w/ crit items.

on a side note, the reason the unique only applies to manamune and not archangel is because of the nature of attack in itself.
attacks:
1. can be done in rapid succession based on aspd
2. everyone's attacks can CRIT
3. a good number of abilities w/ AD ratios are a good 1:1

AP:
1. has cooldowns and cast times
2. very few ways to amplify spell damage
3. varying AP ratios which rarely hit 1:1

Also, Manamune is only roughly 2k. Bit more.

375 damage for 10k gold and unlimited mana isn't a terrible proposition.
