Just throwin ideas out there. At the very least, since Keeping the Pea... I mean Judgement is not as powerful (and Garen overall isn't as well) anymore, return the immunity to slows and the restore courage to the way they were before they were nerfed. Seeing as being hit by this new change yet keeping the old nerfs still intact is probably too much now. In fact, that might help a quite a few champions now since meta has shifted and such.
If garen gets boots of attack speed his judgement will deal less damage then his autoattacks. Thats how bad 100% scaling actually is. You need 200-300% scaling for judgement to be useful in late game.

The fundamental issue is that actual autoattacks get one damage stat and two multipliers, attack speed and crit. Many AD scaling abilities don't get these and so are rubbish. Judgment gets one of these. I don't know the numbers, but at a certain point, you're right, attack speed becomes better than AD and crit for damage. Here's the thing: Judgment is good versus CC, does AoE damage, and can do damage while moving. These are awesome things. Whether they are worth less late game scaling is debatable. If they're not, the solution is fairly simple... Make Judgment proc slightly more often based on attack speed... And there you have it, he is able to exploit all the damage stats.

(Now where's my reduced cooldown on Parrrley based on attack speed!)
