(Suggestion to rework Arma's Impaler)

This suggestion is just to make arma's impaler have more synergy with tanks.

Istead of having it deal an additonal 2% of damage in your max hp,
Have it add 2% to your base damage off of your max hp.

So instead of adding 2% of your max HP to your damage you want it to add 2% of your max HP to your damage.

Relog into the game, they will probably have implemented that by the time you get there.

There's a difference between having it worked in as extra damage, and having it worked in as base damage. Extra damage is all good, I'm not sure of it's physical or magic damage, but extra damage isn't used to calculate items or spells that use base damage as a value. Ex: Sheen or Trinity force. Having it add 2% of base damage to your attack power is different.

unless they changed it in a recent patch, atma's has always been adding base dmg

If you've ever actually bought Atma's, you'll see a major spike in your character's listed damage, so this does work as you want it to.
