Confused about the Value of Runes

I'm confused about runes and their value in the game. The best non-quintessence rune for health boosting is the Greater Seal of Fortitude, which gives you 6.5 HP. At level 30, you'll be able to equip 10 of these, which gives you a total of a 65 HP buff? Is that even worth it, or am I missing something here?

Runes are little bonuses, they are not meant to be game breaking. They are there to compliment the champions' greatnesses or weaknesses.
Some champions will be okay with HP, other Ability, other Dodge. You may think 65 hp is not much but if you get all the HP runes you will be with bonus 200 starting hp which will help you not getting killed early in the game.

The runes are supposed the be only a small change in the game balancing, to just give you the needed edge to win if you are fighting an opponent lower in level but with the same skill. Because of this small change you are still able to win against higher opponent if you are more skilled then they are.
So to answer your question: Yes they are worth it . It is just that they make only a small difference.

If you stacked all T3 HP runes/quints, you'd start the game with over 200 bonus hp. Nobody does it because there's better ways to make rune pages, but yeah... it's significant.
