My idea is that, when you win a normal game, all people on the winning side, excluding leavers, get a tier 1 or 2 rune depending on how fast they won, and by surrender or not.
So let's say:
A 1-30 minute win (no surrenders) = Tier 2 Rune
A 30+ minute game (w/ surrenders or not) = Tier 1 Rune
You are probably thinking: wtf noob tier1 and 2 is usels nub. Well not completely.
You can use those runes in the Rune Combiner.
Lowbies can gather runes easier, and spend IP on champs instead.
tier 1 and 2 runes are worthless
Ya atm most people know that buying tier 1 and 2 runes is a waste and thus the rune combiner is never used.
Maybe this will give some use to that mechanic
tier 1 runes are good for trying out a rune set before going all in to a tier 3
Tier 1 and 2 runes may be terrible, but I'd rather use them over my mana regen blues on energy champs.
Didn't vote, loot system might be kind of a nice idea. But 1 Tier 3 rune every 5 wins sounds like too much to me.
The reason you have to spend ip on runes is so you are tempted to buy champs with rp. riot's not going to change this, it's a solid business strategy.

Or just give lowbies 2 Tier 1 runes everytime they level up.
One for each page and you can just buy champs unless you feel the want for more stats level 20+.
