Recharging skills' queue color

I'd like to see the color of the green targeting display changed when you're queuing a skill, to give an indication that the skill's not quite ready to be cast.

The actual color could just be a desaturated green, or that dark reddish color that you get when you try to target an unanchored cone that is obstructed.

This would also be a nice visual indicator that explains that skill queuing isn't a bug, but is in fact an intended feature!
