Umm, I don´t know but it looks like a god, becouse u could find it in the most of all parts in runaterra civilitations, and the statue and "figures" looks like an ancient civilization, which come kayle and morgana,so, I think demacia, noxus, some tribes of frejilord, and de desert were able to pray for this god, or somthing like that, maybe kayle know something about... ask her

To be fair they weren't "required" to do make any form of tribute (at least not as far as we know). However, it is clear that the "losing" side gained a whole lot of bloodlust after being "inspired" by this guy so the "cost" might be their humanity.
