Heimer - How to fix this guy

Heimer is awesome till late game, when turrets have no durability vs other hero abilities. I feel that the damage output is comparable, just not their durability.

Simply put, have turret health scale with level. Non-upgraded turrets should have 1K hp out of the box. Fully upgraded should have around 2K. That would make it nice.

Also, mini-rockets should get more AP from items since you can't select the targets to shoot. That would make them more viable. Like .5 ratio or so instead of .2 ratio.

Fix turret durability and rocket damage and heimer becomes late game viable again. Simple!
