A way to nerf Kass (and Nid or any ultra mobile champ) without making a stopgap item

Instead of making some stopgap item with UNIQUE Active - Prevents a target champion from using blink effects for 10 seconds, put a 10 second diminishing returns window on collecting multiple health relics. Make it a very harsh reduction on the health and mana restore:

- First relic restores health/mana normally
- Second relic within 10sec restores 50% less than the first
- Third relic within 10sec restores 75% less than the first
- 75% is the cap

One of Kassadin's ridiculous strengths is starting a fight, getting knocked down to about 20% health, and then he just leaves only to come back to the same fight about 5 seconds later with about 70% of his health and a full mana bar. The combination of the speed shrines, his ult, and the mana restore on health relics allows Kass to very quickly collect 3-4 relics after taking heavy damage. Putting diminishing returns on collecting multiple relics over a short period of time will cut down on his power.

Interesting idea. I would support this. But 75% cap for 3 within 20 sec seems steep.

Pretty sure most champs could reach a second relic in 10 seconds (especially with a speed shrine), so that's a no. Maybe if the window was 5 seconds or something.

so if it takes him 8 seconds to get to the second one, he stands next to it for 2 seconds and it resets.

not a terrible idea but definitely needs some tinkering

A Win Nao with no boots can get from the health pack southwest of windmill to the one in between ally mid/bot in about 11 seconds. With boots 2 it's about 9 seconds. With Swiftness or Mobility boots it's faster. Add in speed boosts from skills or allies and...well. Yeah. Pretty easy for most.

It would also affect Rammus indirectly, who isn't a strong tank as of now so one of his only remaining strengths is to be a mobile disruptor. Rammus without Lv.2 boots could also hit a second relic before 10 seconds easily. Not even going to talk about Boots of Mobility

Not to mention, it wouldn't help gameplay when players are relegated to using relics or having to return to base which can create some very unfavorable situations if anything dealing with health relics gains diminishing returns. I'm all for finding a counters for the truly elite however for others it would impact them in ways they don't need. Also effectively shutting out a single spell of theirs by building it into an item is something not wanted, as Nome has stated before (and is the reasoning behind the Lightbringer/Hextech Sweeper changes...they don't shut down an entire playstyle, sure they help counter it but not to the point of making those champs/playstyles entirely useless, even for a set time)

And honestly, who would build it? Unless it had some major stats it would further delay someone's build if built early, and built late...well would you honestly need it that far into the game? And heaven forbid you actually have an enemy team comp that requires more than 1 active item like such (Think Teemo/Shaco/Eve/Wu/Kha'Zix)
