Because that's what he is. Udyr is not a carry hero, not a tank, not a spellcaster. He's some weird hybrid support character. His only redeeming ability for his team is the semi-reliable 1 sec stuns and minor pushing ability.

I've played through Udyr for some games now, and yes, his recommended item build is weird, ultimately not the best for his role. He's simply not fit for DPS the same way katerina or master yi is. in fact, early to mid game, the best dps you can get is probably stacking attack speed and phoenix stance. of course, it makes no sense to get AP items just to boost phoenix, since the ratio sucks and the other stances don't benefit (well).

The way Udyr is built right now makes him focus on procs, which means attack speed, ability cooldown reduction, and movespeed. He needs a little damage from items to actually benefit from stances like turtle and tiger, but otherwise serves as an annoying stun gun/pusher. Phoenix is grand for farming/pushing, and makes up for the damage items you passed up on. Turtle's high %'s let you gain tons of mana back with minimal damage items. Bear is your only useful ability, and a great one at that. Abuse it.

Gameplay with Udyr is actually very engaging. If you get a lot of ability cd reduction items, it turns out you can switch stances very fast. golem buff lets you spam stances and not lose any mana, either. Play him as a tank, taking advantage of turtle's shell, which really boosts your early game a lot. Bear + Turtle is best in the beginning.

It's true that he has virtually no burst damage. Pick him knowing that. Play him as a support and then evaluate him, instead of picking him as a carry.

Conclusion:
To play a proper Udyr, play him as support. I recommend HP, attack speed, ability cooldown reduction. Movespeed is a given, to take full advantage of bear.

Items:
Early Heart of Golds, if you need them. Turtle helps a lot early game, so you can buy ruby crystal and get away with turtle as your regen once you learn how to abuse turtle.
Berserker Shoes
trinity force (don't forget to actually cast it)
phantom dancer
stark's fervor
nashor's tooth
6. up to you, usually a frozen mallet is great for the hp, but madred's bloodrazor is fantastic as well. since your damage sucks, you might want madred's razor in the beginning to help you farm neuts (possible jungling strat)

While i dont agree with your item build i am impressed that there is at least one other person out there who has figured out how to play Udyr. CD reduction /stance dance is the key to success and i agree turtle/bear is the way to go early game.

[ CD reduction /stance dance ]
Stance dance is a must, if not, you're not making use of his passive (which is really helpful), but anyone know how many times it can stack? because if im not wrong, the description said it does

adding to that, pheonix stance isn't all that bad (still experimenting with it), its good harrass + farming, and its pretty effective early game against squisy heroes (3rd strike at ready -> hit -> stun -> activate pheonix action -> run alongside -> kill (you could always add in an exhaust or ignite into the formula works well)

but yeah, turtle is indeed a must get spell for Udyr, useful in blocking incoming projectiles as well

You can get 3 stacks at about 50% of uptime based on cooldowns etc. Turtle Stance is complete trash as the shield is pretty **** useless. Bear stance is your way to go and just rotate between bear and phoenix. As of right now he's quite lackluster and has only one role which is a chaser. If you have a good team comp then you can utilize it more. If you're the only real chaser/slow, then you're in for a tough game.
