As such, no one ever expected a Yordle to survive there - let alone call it home. Yet Negus does just that, even managing to keep a steady amount of income by frequenting taverns with his skills for making concoctions that leave drinkers feeling healthier than when they came in, with the added bonus of still getting you drunk. It didn't take long for citizens to grow a tolerance and even fondness of the unusual man. Such tolerance was made easy by his victories in every bar fight that broke out in his presence. He even readily admits to starting many of them.

Making his residence in whichever tavern was paying him for his services at the time, Negus carries everything he owns in his pack at all times. He readily took to the Noxian culture with surprising ease, remaining happy and upbeat where many Yordles would have lost their sanity to the lack of what what most would call 'positive company'. Many assume Negus may have been dropped on his head shortly after birth. Probably many times. Regardless of the reason, Negus never fit in quite right in Bandle City and he knew it very early on. It didn't seem to get him down any, and he left the city at a young age and traveled all over Valoran, learning his vast knowledge of herbs and various concoctions in his journey before settling in Noxus. Always eager to improve upon his own methods and share his creations with others, Negus readily joined the League. Of course, it could also be accounted to him being a few herbs short of a Mana Potion, if you catch my drift.

R(Pick-Me-Up): Negus takes a swig of a mysterious homemade potion, putting him in a state of immobility that gives nearby allies health and mana regen based on their own health and mana for the duration. When the skill finishes, he gets a percentage of his own health restored but takes a slowing penalty. If he's killed before the ability is finished, the potion reacts badly and a burst of energy damages nearby enemies while giving a burst of healing to nearby allies. [Uses an ammo counter, if possible - he can only ulti three times before returning to base and refreshing it. He doesn't have an endless supply of this weird drink, you know.]

Heals for 30% of nearby allies' health and damages nearby enemies for 20% of their health if killed before finishing the skill.


Passive(Good Company): When nearby allies have higher health, Negus is given a buff that enhances his abilities so long as he's near and the allies remain healthy, while taking penalties from weakened allies. He has neither penalties or buffs when he's alone. Stealthed allies do not grant him the buff or penalty. If more than one ally is near, it's determine by whether more champions have higher/lower health. (Yordles' mental health relies heavily on positive company being kept!)

Hidden passive(Herb specialist): Negus gains +1 mana on regen while in brush. Who knew you could find those herbs for potions there!

Plastered Debuff: After using Pick-Me-Up, Negus is given the Plastered debuff, slowing his movement speed by 10% for 15 seconds.

Good Company Buff: All abilities, save for the ultimate, are 5% stronger. [Triggered when nearby champions have 70%+ health.]

Bad Company Debuff: All abilities, save for the ultimate, are 5% weaker. [Triggered when nearby champions have 30%- health.]

Negus recieves neither a buff or penalty from champions whose health is between 31%-69%.


Idle animation
Negus pulls out two bottles and pours liquid between them, then holds it up for a cheers gesture after pouring it all into one and downs it, nearly falling over.
Negus pours a bottle into a metal shaker and shakes it up, then opens it and gets an explosion. He shakes his head and drinks it anyway.


Dance
Negus lifts the sides of his jacket and does a Scottish jig.(In the Scottsman skin, he lifts the sides of his kilt.)

I apologize is this seems harsh, but it really is the feeling I'm getting from this (it's also probably why you haven't gotten anyone else to post)

From a lore perspective, this doesn't really sound like someone from Noxus. Too passive. Notice that right now I don't believe there are any Noxian supports.

Honestly, I have to say this sounds like it would be more boring to play than Soraka. You have no real ability to poke (range isn't very long and Q gets expensive for mana) and you have very little late game contribution beyond your ult, which basically removes you from the fight.

My main question is are his W and E skill shots or targeted?

Well, I could make his personality more violent, since his role doesn't necessarily limit where he lives. He's won every fight he's been in while in Noxus by evading hits and attacking when the last ones are weak, and to him it's 'good company' and fun times. Do you have any suggestions?

His Q was ideally for harassment, and then later good for helping chase down a weak champion. Should I extend the range? And once people know his ult, it's not worth killing him during it until he's done which gives him chance to get to safety if he has flash or ghost and nearby allies. It was also kept in mind to be a great way to completely turn around a team fight.

His W and E are targeted, with the idea in mind he essentially throws the bottle over and the champion drinks it. With that in mind, it might be good to change Q to a splash damage skill shot, I think.

The fundamental problem is that he doesn't have much he can do. Soraka is the queen of sustain (and most people I know consider that to be a very dull lane), and she still has more aggressive potential than your character, because she can harass for free with Infuse (The silence/mana restore).

The Q's damage and range aren't really the problem, the problem is that he will run out of mana very quickly if he is trying to harass with it. In fact, all of your mana costs scale incredibly quickly. Most non-ult abilities go up by 5, 10, or maybe 15 per rank, but his are 30, 25, and 20 respectively. Same thing for his ult, going up by 70 per rank.

Well his slows rather than silences, except with his damaging attack.

So make him less mana-hungry? It was my first time doing a whole stats and skill set, so I'll keep that in mind in future endeavors. I should really crunch the numbers a lot more next time. But, he can also probably target himself with his E, which could probably be abused to avoid running out of mana since it restores more than it costs.

As for aggression - I could make his Q, W, and E available for use on both allies and enemies, like how Nami's skills work. They would all cause magic damage, W moreso since it's focused on health, against enemies. Q could give a small heal to both health and their resource but mostly a boost to movement speed, and E could do magic damage as well as either drain mana or silence.
