Hybrid pen runes, or magic pen runes for top lane?

I'm only now starting on my assortment of top lane characters and runes, and I see things like hybrid pen runes on Singed because of his high base damage, but only magic pen runes on Cho'gath. It seems like the hybrid pen would be good on any of the tops making Frozen Fist, but I've only seen them recommended on Singed. Anyone know why?

Hey *******s, plz dont downvote people for asking legit questions.

My presumption would be that cho is going to be doing mostly magical damage with his Rupture and Sfcream. Even his melee will have the spikey magical damage added. Hence he is mostly magical damage.

Singed would appear to be in the same boat but as you said, he looks for chances to Toss and autoattack when they are in midair so the hybrid pen gives him a small advantage.

In any case, I dont see these as making a huge impact either way.
