I don't know if this has been suggested before, but after encountering something in my most recent ranked game, maybe this could be implemented in some way?
Most of us play normal games before joining ranked, some of us... don't. That is completely unfair to those who are doing their best and giving their all in a ranked game.
Now, the reason why I'm saying this, and I quote from a player who I was just with... said this:
Garen: "I was curious how much ip they give in ranked, just got to level 30."
This was after admitting he didn't know what to build on Garen while fighting a Fiora.
Obviously, a lot of us are not professional gamers (though, it is the dream of many of us, perhaps) and accumulating wins in the quadruple digits would be a daunting task. I don't know what an appropriate number the community would think to be fair before people starting joining in ranked, but, again, this is just a thought.
