Imagine bursty champs or champs with wide area ccs.

There are too many REALLY good base abilities that if refreshed across all champs.

Nami's heal bouncing all over the place.

Viegar dropping double Event Horizons

Lux being able to root 4/5th of a team with Q

Raka double Healing a Target and THEN ulting.

Jayce blasting out 2 Q's through an Acceleration Gate

Double Nid spears

The list just goes on and on and on.

Edit: yeah a LoL version of Refresher Orb would be completely unbalanced

Nami double heal? that's not something to worry about. I'd be more worried about a double bubble. Drop one, hit them, then drop another on top.

Veigar would be scary, as mentioned before.

Lux is a skill shot, doubt she could line up to hit two seperate sets of two people, but double bind the same two people would be funny.

Jayce and Raka, that's legit.

Nid? Let's waste a long cd active to toss another spear that already has a 6 second max CD. -.-

What about Double Jax Counterstrike? He can run away foreverrrrrrrrr

It's called a refresher orb in dota and it would need to be complemented by a reasonable mana cost for activating the item so that only casters can use it reliably. i wouldn't want to see it in LoL personally

Even an instant cooldown every 3 minutes is far too powerful. Ezreal is already far too hard to catch if he shifts then flashes, now you're suggesting that he can shift twice AND flash. An Alistar that double headbutts into tower or pulverizing an entire team TWICE? A Ryze casting E twice in a row, greatly reducing the MR of his targets and also indirectly reducing the Cooldowns of his OTHER abilities?

A better idea would be "Casting abilities reduces the current cooldown of all other abilities by 5% " so for example your Ult has a cooldown of 100 seconds and you spam R->Q->W->E in an instant, your ult would start at 100 then get multiplicatively reduced by 5% from the other 3 abilities like so:
100s *.95*.95*.95 = 85.7375

in an instant you shaved off at least 14 seconds off your ult. this effect gets reduced the less of that cooldown is left. So at 20 seconds left casting an ability would only reduce the cooldown by 1 second. This would make some champions Ults much much stronger (shen for example) while other champs wouldn't get much benefit from this. For example nidalee gets much more out of CDR 10% on her R than this ability.

Even at 5% it still seems far too powerful. If you consider the number of casts one can do in the time of their ult. Say with a 120s ult cooldown, you cast one ability per second at the fountain... You can refresh a 120s cooldown in 38 seconds. This ability alone behaves like 68% CDR which can be stacked with 40% cdr. It would probably be better if the abilitiy itself had a cooldown like Spellblade in which it can't reproc for 4 seconds.

So to replay the same situation with this new constraint that 120s ult would take 72s. An effective cooldown of 40%
