Pre-game chat log recorded or not?

So, just starting a game with a guy who keeps spamming and trolling in pre-game (ranked) chat. This guy is pretty much asking for a ban, but claims he is home free since the pre-game chat isn't recorded. I don't beleive he is right, but just wanted to ask the question to know for sure.

So, is it?

Yes, Riot can view the pre-game chat log.

Sadly, if the player goes to the tribunal, he might be pardoned there since the behaviour shifted dramatically once in game.

Pre-game chat needs to be shown on tribunal.

Non-communicators who don't call roles, then
wait till the last second to pick an already
taken role (so you can't even pick around them)
deserve a permanent ban.

I totally agree. I'm not familiar with the tribunal but if post game chat isn't shown (which i don't think it is) that should be shown as well. That is the main source of communication with the opposing team and where the majority of my enemy team reports come from. If it's not shown, how will tribunal know the point of the report?
