I think this is a combination that is often overshadowed by the standard Flash & Ignite. I think this combo is preferable on some champions, particularly those with good dps and/or lack of escapes. Morde and Karth come to mind. It also seems handy for dealing with the more bursty mages. What does the LoL community think?

Morde kinda needs flash+ignite+ult for his combo if the opponents are any good. Then again, if they're good, they will expect that, too.

I usually grab it on Galio, good for coordinated ganks in lane phase and to exhaust problem targets in teamfights.

Exhaust is most effective against Auto-attackers.

Because most AP mids have some form of CC, they usually don't need exhaust, since half of exhaust is to keep your target stationary, which isn't an issue. Most champs that can actually benefit from Exhaust (like Morde or Vlad, due to their short range and cooldowns), are better off with ghost to replace flash (to keep up), and then having ignite or heal. Exhaust is extremely debilitating against melee, since they have to use their abilities just to counter the effects to attack. This not only decreases their base damage, but also the NUMBER of attacks they deal, as opposed to a mid AP, who's damage is dealt in a few seconds anyway, so they don't have to catch up.

This is usually more important for ADC's, supports and bruisers without hard CC, since they lack the means of preventing damage in any other way.

Exhaust is also best used for champs that actually brawl against their opponents, since they can utilize the full duration to put a duel in their favor. Anyone besides the jungler or AP can use Exhaust to their full extent. As an AP, you're using it as a very weak Zonya's, or to keep up with your opponent, and both seem like a big waste of a summoner spell slot.
