A way to help jungle Rengar's early sustain/clears without imblancing lane Rengar

Ever since they nerfed empowered Battle Roar so hard because of how problematic it was top lane I'm sure plenty of people are finding it difficult (not impossible but hard) to jungle Rengar. The nerfs were clearly meant to balance top lane Rengar but they came at the expense of his jungle. Slowish clears at low health make invading him pretty easy, as well as creating issues with early ganks which is something Rengar has always relied on at least attempting because of how important snowballing him is. W is at a 15 second cd at level one and can't be lowered until after Q unless you go AP Ren.

So, why not do one of these things:

1. Give either his Q or W a passive that reduces the cooldown of Battle Roar for every auto attack (or every few autos) against a neutral monster. Ensures that Battle Roar is up more often (for both the damage and sustain) for jungle Ren while keeping lane Ren's sustain manageable for the enemy, as well as not allowing him to spam W on ganks.

2. Give empowered Battle Roar scaling healing depending on what it comes in contact with. So, using it without hitting any enemies in range gives a small base regen. Hitting enemy creeps increases the heal amount per number of creeps hit. Hitting an enemy champion increases it a bit more depending on how many hit. Finally, hitting neutral monsters increases it the most. Again, this gives jungle Rengar better sustain potential separate of lane Rengar. The issues here may be that it doesn't change the damage output for jungle Ren (clear times remain a bit of a problem) and it's perhaps too complex compared to the simpler method in point 1.

i have no problems jungling rengar in his current state, but carrying 4 idiots, that's a different story.

Or you know, could buff his base stats and Q back up to 150%
Now he can be an assassin, can jungle and be viable.

The issues with buffing base numbers creates the same issues that happened when all they did to balance him was nerf base numbers. Because of his whole kit Rengar is a champ that I think is always going to be incredibly hard to balance in the jungle and top at the same time. All a buff to Q is going to mean is that his passive leaps top lane chunk too much health again.

This is why I propose a tweak to his kit that allows him to be played differently based on where he is on the map. So, for example, a buff to Q would work as well but only if it applied a larger damage output to neautral monsters than to champs/creeps.

Being more complex than most people would like is maybe the only problem.
