Cannot log in for 4 days (since Lunar Revel patch)

I came home Thursday night after work tried to log in and got the "Cannot connect to Riot servers error." I try again and it doesn't work and then I try to do all the fixes listed and entered a ticket. Repair, reinstall, deleting RADS files, etc. all did not work and the response to my ticket did not help me either so I e-mailed them back. I e-mailed my IT department here at my university (with no response) but I doubt it is on their end because a lot of others seem to be having issues with Riot's servers lately. I have tried wireless and ethernet and neither worked. I'm just wondering if it's me or Riot because I'd like to know if I need to pursue help from my Dean of Students/IT department or if Riot is going to fix whatever seems to be wrong.

The error I am receiving is:

I have tried all the fixes and even researched a bunch. I'm currently in contact with Riot Support so hopefully they can help me solve it but do you have any suggestions?
