It was changed from "5% of their current health over 3 seconds" to "2% of their current health each second for 3 seconds."

5 = 5
2 x 3 = 6
6 > 5

Liandry's was buffed.

PBE:
Magic damage equal to 2% of the target's current Health per second.

Live:
5% of their current health as magic damage over 3 seconds.

And let's not forget FULL value damage from DoT and AoE effects.

It was changed from 5% over 3 seconds to 2% per second for 3 seconds. That's a buff to 6% over 3 seconds.

Old: UNIQUE Passive: Dealing spell damage deals bonus magic damage over 3 seconds (1.5 seconds for multi-target or damage-over-time effects)equal to 5% of the target's current Health (max 300 damage to monsters). If the target is slowed, stunned, taunted, feared, or immobilized, bonus damage is doubled.

New: UNIQUE Passive: Dealing spell damage applies a damage-over-time effect for 3 seconds that deals bonus magic damage equal to 2% of the target's current Health per second.This bonus damage is doubled against movement-impaired units and capped at 100 damage per second vs.monsters.

What changes? DoT and Multi-Target spells do the full damage, and it's 6% current HP burn rather than 5%. Ultimately, a buff. Yes, you do lose 10 AP for it, but now the burn damage is constant and reliable.
