Ok, so a few days ago I ran a system restore on my PC. The breaker it was on tripped and I had to restore to get it running again. It was not a virus issue. Because system restore messes with the league files I uninstalled and re-installed LoL. The installer wizard worked fine and even placed a shortcut on my desktop as instructed to but when I try to launch I get a "PVP.net Patcher Kernel has stopped working" and I can't even open it to run the patch and play again.

Have you tried installing to a different location this time? Also, you might need to make sure that you have uninstalled it all before you installed it again?

I did a complete uninstall and rebooted afterwards to be sure everything was gone. After that I just let it install to the default path of c:\riot games\league of legends

Well, the issue with restoring your computer is that the registry is somewhat skewed up from it. Try installing it to C:\riot games 2\...
Also, before you do that, have you made sure it's been let through your firewalls?

it has been let through the firewalls. Interestingly enough I went to "Uninstall a program" in the control panel and both Adobe Air Client and Pando Media Booster are missing from the programs list. It would seem they were never installed

Which operating system are you using? And have you run all of the recent updates?

League really hates System Restores, as they tend to leave registry components behind that conflict with a new installation.

If the process you are working on right now doesn't work then go ahead and uninstall everything again, delete the local files for Pando Media Booster, Adobe Air, and League of Legends. This includes the "Riot Games" folder in your C:. Once that is complete restart the computer, then download and run a program like CCleaner; http://www.piriform.com/ccleaner. Run the program, restart, run it again, restart.

Once that is done, download a NEW installer from the League website and install again.

This should remove anything left behind after the System Restore.

I'm running Windows Vista and have no updates to run. I am still working on trying to re-install everything as it seems that the windows DPE is stopping the installer and forcing it close roughly every 10 mins... making this a very long program as I can't find the LoL exe file to make it an exeption

Well, the exe for the installer is the file you download to get it running. Add that to the exceptions list to get your installer working without being locked out.
