If Legacy, Lunar Revel and Harrowing skins were re-released, why not Goth Annie?

For a skin to be "exclusive" it has to have some form of limited availability. Legacy, Lunar Revel and Harrowing skins meet this criteria because they were only available for a set period of time and were to be never released again. Despite this, there was a recent sale in which Riot re-released alot of these skins not just for anyone to buy, but at a price that most people who already owned the skin paid much more for them. Did it annoy alot of people? Yes. But since it was a limited sale the skins are still considered exclusive because no one can just waltz into the store and buy it when they please.
Then we have Goth Annie. Literally anyone can buy this skin at any time by purchasing the bundle that goes with it. This does not make it exclusive but it does pose a problem in getting the skin if you already own all of the champions you get in the bundle (I've had all the champs in the bundle for ages). This forces these few people to effectively pay more than double the cost of a legendary skin for a skin that isn't considered anything but a normal skin that you have to get through special circumstances.
Riot please, this situation is clearly not fair. Release it on sale for a couple of days to those who currently own all the champions in the bundle. That's all we ask.

Legacy skins were always stated to potentially return. Some people just missed the distinction between Legacy and Limited.

I'd say because its a different type of limited availability. You can still buy annie but you gotta get it in the collector's pack.
