Unless there's a higher power involved or a person standing right next to you moving your mouse to close down the League of Legends launcher, there is no one "forcing" you to take the que penalty. Having a troll, an idiot or someone wanting to go AD Soraka in mid is not "forcing" you to take the penalty. Sure it can be counted as unfair, stupid or not nice, but that's the risk you are taking when playing with random people all around the world. If their performance is horrendous while playing, feel free to report them after the game to help out weeding them out. Otherwise you either CONSCIOUSLY take the que penalty or wait at least 20 minutes until you can initiate a surrender vote and hope it passes.

tl;dr

The penalty isn't going away just because someone wants to play AD Soraka in mid and you don't want them to.
