Might I say that with the dataset you used, assuming that crit chance approximates a Poisson distribution, a 3 sigma confidence interval for your results would be 8.16 - 10.19.

True, but the odds of the true mean leaning towards 10 are very small, granted, 99.7% CI includes 10, but it's still on the less than likely side.

So we've been lied to all this time. Kinda silly to have a "competitive" game then start hiding information that can change the way you play.

Things to test:
Does the crit rate change based on time in the game?
Does the crit rate change based on AD?
Does the crit rate change based on crit damage?
Does the crit rate change based on AS?

I fully believe this to be true. I have noticed since the crit change that it has been very irregular, often getting crits only 1-3x out of every 8-10+ hits with 50-80% crit chance.

Riot simply needs to introduce a proper RNG with the appropriate spread. A LNG (linear congruential generator) with the correct values and seed used would be perfect. Such a RNG can be efficient while being fast and is reliable enough for use in even commercial and government level simulations. With said generator they can simply stick to 12% crit chance means any value generated between a given constraint (say... 0-100, or 0-1000, etc.) can simply be treated as a crit if the value is equal or lower then the crit chance value (12< or 120<). This is because of the extremely pseudo true random spread unlike with most RNGs.
