So, you just play LoL to make your arbitrary skill number higher by any means necessary? What ever happened to people playing the game to, you know, have fun? Stomping newbies is boring, and getting crushed by pros is frustrating, so it tries to put you against people of approximately equal skill (read: Elo). Why would you try to interfere with that?

If you're just playing to make a number higher, then I suggest you start playing this one I learned in grade-school called Addition. If that's not fast-paced enough for you, then you can try Multiplication. If you're really super pro, then you can get into Exponents, but those numbers are too much for most normal people.
People care WAY too much about ELO.
Play to have fun/improve, not to get a higher number.

if you get placed into 1100 elo bracket (because it's the average of your elo) and your MMR (your elo in the new system) is below 1100 (which it's 700 because u nooked it), you would gain points at a way slower pace until you reach 1100 MMR again

tl;dr it won't work

No you wouldn't, go read the description of the new ranking system, advancement is based on wins relative to those in your bracket.
