Gangplank Q-Parley, is an ability, but is treated as an auto attack, where it is affected by things like: Ninja Tabi's passive- reduces parley's damage by 10%, Pantheon- passive blocks parley, teemo's blind, cause parley to miss.

First off how does ninja tabi counter one champ sooo hard.
Lets just say:
Im running armor pen reds and quints, im doing decent amounts of damage(like 80~120 dmg at lvl 6, he/she goes back and buys ninja tabi, its now lvl 7 and parley does a lil more dmg,
and i do like 60 dmg.

Parley is actually stronger as a basic attack, because this allows it to get the bonus damage from critical hits, Trinity, and Iceborn Gauntlets. The real problem with Gangplank is that his E and R are not the most useful skills for a bruiser to have. He was given a carry's kit, but melee carries aren't viable anymore.

I rarely see Ninja Tabi anymore; they seem to only be chosen when at least two enemies are auto-attack oriented, which is uncommon. Gangplank's weaknesses are his original role (melee carry) being the focus of his kit, his squishiness (Tankplank/Bruiserplank fail hard every time I see them), and how people still think he should go top or jungle. He can jungle... But he's far from top-tier. Typical top-lane champions simply destroy him.
I've managed to do well with Supportplank, but it's a niche role that requires your ADC to play differently. Your typical random ADC player doesn't like it when his support doesn't heal, shield, or otherwise protect him.

But then we can't have q crit and q with sheen procs, and all the things that make gp's q fun.

GP its still very viable in top lane, you just gotta play it right, cause GP's skill set aint viable as a bruiser, so here's what you do:

-get Money over time masteries
- get philo's and avarice
-See the money flow

the thing is that GP gets so much money in so very short time that he can get his items so fast that the other top laner will only have his mercury's and maybe a phage, you will already have infinity edge, and maybe phage and shen only by farming and assisting with your ult.(and maybe stealing some kills jeje).
The thing is that you cant play GP as you could play a jax or riven top lane, never be agressive cause he's very squishy, your E and W should help you scape ganks easely, and as long as you CS correctly you will Outfarm your lane oponent and even the enemy adc, making you more viable for fighting your lane oponent, and poking very nice dmg with Q's crits
