LoL using massive amounts of resources/

I will start a game with 60 fps with scattered settings. High champ quality, low shadows and very low terrain, medium effects and stable fps. i have been doing this all summer without any issue but in late october i started getting fps issues. after about 10 mins the game will drop to 20 fps and when i look at my processor it jumps up from 15-20% to 50-65% with the highest spikes being at 75%. i have heard alot of people have had this issue but i cant find a thread with any info to fix it. any help please?
