His Q Ability might be a bit high on AD ratio.

The duration scaling on his ultimate is kinda weird. Most ultimates have more duration on the first level than the per-level duration gain, something like 7/11/15.

Both of those are pretty minor, the major potential imbalance is Detain. It lasts more than twice as long as Skarner's ultimate with more range and about 1/10th the cooldown. Skarner's ultimate also supresses them, but Detain is still crazy for dragging people into towers during laning or into your team during late game.

Overall it's a cool champion concept.

Questions:
About his Q. Is it 60 mana per strike?
Also, he walks when his ult is not ready? Doesn't that kinda telegraph to the other team that his ult is ready or not?
What's his role? Is he a carry?

It says the 2nd and 3rd are "for no cost". So only the first strike costs mana.

And yeah, I didn't think about that at all but you're right. Maybe it's a little too obvious.

He's a bruiser, but he can be built very tanky due to his high HP. And he could work as a support thanks to his utility, or a jungler because of his AoE and CC. He's quite flexible.

I shortened the duration a tiny bit for Detain. I still think that the fact that they can act and aren't suppressed is pretty important.

That depends on the mechanics. If they are able to flash, dash, or otherwise escape it, and they are not dragged with you when you move it's fine. However, if you can drag them into your tower early game and their only recourse is to disable or kill you, then that ability is still stronger than Skarner's ultimate, supress or no supress.

It only lasts a couple of seconds. If you don't play too aggressive you'll be fine. He can't pull you from the middle of the lane under his tower and keep you there long enough for the tower to hit you more than once in that time.

It lasts 1.75 seconds longer than Skarner's ultimate. Skarner can pull you under a tower or into his team with his ultimate, Qassus would definitely be able to do so. Keep in mind this spell has a 10 second CD.

Looks like RIOT have beat me and released a chains-based champion. Always room for another though?

And the new champion has a way to pull enemies under the tower in a similar manner. It's slightly different, but still. It's similar. :P
