TOO MUCH sustain for early laning in the preseason?

So, Riot previously has nerfed healthpots, sustain, and sustain champions because they want players to play better, make intelligent choices, trade well, and not always be in lane (and so on and so forth).

Yet, they made boots less necessary by boosting all base MS and gave us the flask in Season 3's preseason. The best logical choice to win your lane now (especially if you're in a lane where trading until you can burst or all-in the opponent is the best tactic) is to just buy TONS of sustain. Then you can just take all of the enemy harass to your face, out-sustain them, and win lane just by sticking around forever and ever or by whittling them down with their lesser sustain.

Is this intended by Riot to make the early game even safer? What are your thoughts on this?

I generally start Longsword+Pots on ADCs, Flask+Wards on Supports, Mana Crystal+Pots on mid champs who want Tear, Boots+Pots on Mids who don't, and Flask+Ward+Pots on toplanes.

I think it's very nice variety, since none of those choices (with the exception of Support) is definitely best imo. Just personal preference.

^ I agree with all of those completely, but if you you r not sure what to get you could alwaysstart boots and pots on anyone but jungler and support pretty much
